Simplistic implementation of a 'glite-lb-notify change' example (allows nothing more than a jobid change).

Inner shell expansion was called only once (bug uncovered by previous fix).

- Removed duplicate wrapping of jobid with prefixes/postfixes
- Replaced sizeof() call with sizofa() for better results (AKA segfault fix :-)
