Moved on the specification of gsoap version in org.glite.lb subsystem

Specified the gsoap version 2.7.0

Various fixes due to lb_plugin (my old holiday work :-)):
 - fix memleaks, added new function done (as complement to init)
 - fill up mandatory attr.name
 - better free of glite_jp_attrval_t

- do not free noallocated string

- 'get to file end' condition added when reading file
